I can't say it's yes.

But basiclly, there are many Chinese Vietnamese who come from Guang Tong there, special in Ho Chi Minh city or Saigon (same other countries). These people and most of their children do speak Cantonese. Meanwhile lot's of people learning Chinese, most of them going for Manderine so most of time Manderine would be little bit more popular.

The Vietnamese can answer this best but in my travels in Indochina, the main ethnic chinese group is the Teochew not the Cantonese. In fact the Cantonese in the main do not migrate to South East Asia. There are some scatterings in Kuala Lumpur and North Borneo but mainly the Cantonese migrate out to western world

If you asked about historical heritages then no. Vietnamese and Cantonese are two totally different languages.

Canton used to be called 百越,Vietnam the word came from a phrase 百越之南,越南,it means south over 百越。Vietnamese have their own language system, they borrowed some Chinese characters to build their written language 喃字 (Chữ Nôm) in the past, after French invasion, Vietnamese adopted Latin alphabet and created a new written language Tiếng Việt. Their language has never been related to any dialect of Chinese.

Vietnamese are proud of their own language and culture. They do not speak Cantonese on average unless they have learned it. On the other hand, it is more likely that a Vietnamese of Chinese decent would know some Cantonese and Teowchiew, depending on how much their parents passed on the language heritage to them.
