Paypal Why i can't pay with my balance first?

I have a bill in GBP pounds, my balance is in USD. When i try to checkout, there is no option but Credit card method.

I don't want to check out with credit card, i want to check out with my balance first, then if it's not enough, it will take from my credit card

Does anyone experience this issue?

The reason why it was not charged from balance first was because your GBP balance is zero.
Should you wish to make payments in GBP or other currencies than USD in the future, I suggest you convert your balance first.
