Free wifi is available in at least 75% of hotels in Vietnam from 1* upwards, so you certainly shouldn't base your hotel choice on that criterion only.
In my experience free wifi stops at 4* hotels. The Sheraton, for example, charges a small fortune for the privilege of wifi in the room. They do offer hotspot area, which often doesn't work.
I dont know about wifi but they better be offering you an incredibly cheap deal on accommodation since the hotel is behind a corrugated iron fence to separate it from the metro construction.
