Almost every hotel that I check has rooms with no windows. What is the deal? I do not want to speculate if those are some rooms in the cellar, as they still seem to be charging some hefty prices for those rooms without windows (like 30 or 40 dollars for some of the rooms without windows if the hotel has a good review).

It is really very simple. The hotels without windows are usually 1-3 star hotels.
See how the Vietnamese townhouses are built? They share walls. If a hotel was constructed without neighbouring buildings, the windows to either side were not put in. This was in anticipation of the building next door being torn down and rebuilt, this time much taller; thus blocking the windows anyway.

Hotels without windows will be cheaper. With multiple rooms on one floor, one or two rooms will have a front or rear facing window and the balance will be windowless. The hotel was probably between two other hotels or maybe a similar sized building. I'm often amazed how neatly they can shoe-horn a new building within two others with seemingly no space what-so-ever between them.
