Doves claimed that the war was well-intentioned but a disastrously wrong mistake in an otherwise benign foreign policy. Contrarily, the Hawks argued that the war was legitimate and winnable and a part of the benign U.S. Foreign policy.

During the Vietnam war,the hawks were the people who wanted the war and an increase in military force.. The doves did not want the war to occur or to continue. They wanted the troops to withdraw.
