Money exchange in the city

Just wondering if anyone has any recommendations for a money changer that is safe and with a good rate iN Ho Chi Minh city.

No 152 exchange desk at the Conner of Dong Khoi and Ton that Thiep ( right next to Lemongrass restaurant)
Walking down on Mac Thi Buoi st there are some desks too.
Central post office has one exchange stall but not good rate.
Tips: don't get many note of 500k vnd as it is hard to spend

Ha Tam goldshop offers the best rate but still list as an illigal foreign exchange sevices. I did change money here many times but little worry of undercover cops and also pickpockets as stated above.
