How did the conduct of the South Vietnamese government affect the way the war was conducted?

The U.S. strongly supported South Vietnam in not holding unification elections in 1956, and you could argue that their government became reliant on American intervention over the course of the war, making the U.S. have to press harder to win after they had initially entered.
