There was no specific resolution, but months before the creation of the resolution, the Johnson administration was already debating the necessity of some kind of statement from Congress “giving general authority for action which the President may judge necessary to defend the peace and security of the area.” The Gulf of Tonkin Resolution was passed on August 7, 1964.
