What were three major constraints on US power during the Vietnam War

The American military failed to develop an air power doctrine consistent with the constraints and as a result, air power was unwillingly tasked to perform a mission for which it was ill-equipped and unprepared. There were constraints b/t civilian and military leadership. Civilian leadership did not trust military advice concerning the use of air power over North Vietnam.
