Maybe Vietnam does not see the US as all that bad? They lost more people to Uncle Ho Chi Mein than they ever lost to the US.

The North Vietnamese were told the American people were not their enemy, the American government was.

In anticipation of the eventual expulsion of the American military the leaders wanted to make America their friend.

On my first visit to Vietnam, in 2001, I was surprised (as a Canadian) to see that Americans seemed welcome. I was told that, even by then, a large proportion of Vietnamese were too young to remember the war.

I well remember my first view of my hotel window in Hanoi when I arrived - a huge billboard advertising Coca-Cola.

I visited Vietnam again in 2019. It is a lovely country, and the people who live there are obviously proud of it.

We came to the South’s aid to stop their communist cousins from conquering them. We were allies, so the south would be sympathetic. As far as war crimes they always happen and hopefully those who engaged in them were punished. Now it is 50 years later. The war is long over, now all we want to do is engage in trade and with China next door I am sure the entire country would like us to be their friend.

Vietnamese government is pro-America and pro-West. Children of Vietnamese government officials are sent to the USA, Canada, EU, Australia for study. Vietnamese government worship the West. Vietnamese government control the Vietnamese media and order the media to expand propaganda against China. Vietnamese citizens believe in the Vietnamese and Western media. Hence, Vietnamese citizens dislike or hate China. The point here is, the Vietnamese government want the Vietnamese citizens to hate China and worship the West. Vietnamese media does not mention the Vietnam war crimes committed by the USA and its allies anymore, but often mentions the Vietnamese Chinese border war and the disputed islands in the South China Sea and describes China to a greedy aggressor. Vietnamese media often considers the West civilized and kind. Vietnam will be more westernized and US worshiping in the future.

Vietnam war had both sides do evil things. Time heals wounds and the war is over. Soldiers on both sides don't see each other as enemies but just soldiers doing their job and duty. Spoke to many soldiers and all of them had no ill will towards their once time enemy. Never heard about people going to Vietnam and being treated bad either. Let the war be in the past, learn and move on.

You could also ask why are many Vietnamese pro-Korea despite Korean soldiers mass raping Vietnamese women during the war. It's the power of the media. Those who control the media control the people.

We are not exactly pro-American as the questioner claims or rather the Vietnamese have never worshiped Americans. It is true that the US committed many crimes against Vietnamese civilians during the Vietnam War such as the My Lai Massacre, but that was 76 years ago and we do not want to repeat it in order to incite hatred. Even the Viet Cong who fought with the US are no longer as hostile to the Americans as they used to be, even ready to welcome Vietnamese veterans who plan to visit this country.

Besides, haven't the Americans who directly committed crimes against Vietnamese civilians now apologize to the Vietnamese? Why hold grudges against Americans for the Vietnam War when they themselves are ashamed of having committed crimes against the Vietnamese?

But not just the US, even South Korea , China , and Cambodia have committed crimes against Vietnam many times over and they have never said a single apology to the Vietnamese. More specifically, they even praising the Blue Dragon Brigade who sacrificed in Vietnam for economy of their country while the fact that South Korean army sacrificed by slaughtered Vietnamese innocents. It made us dislike their actions, but we never made them apologize because we didn't want to affect the business relationship.

During the mid ‘90’s I took my first trip to Vietnam for business. My customer, a doctor, took me to the war museum in Ho Chi Minh City. But she would not go inside. Once inside, I understood why she did not accompany me. When I rejoined her outside, with tears in my eyes, I said I was sorry. She replied, “that was in the past, we look forward”. During, and after, WWII, many Americans hated the Japanese, and they never made it to the Mainland.

The “war crimes” committed by the Americans were greatly exaggerated by the Communist propaganda machine and pushed by the American antiwar movement. In fact the American troops left a relatively good impression on the South Vietnamese civilians they came in contact with, and are remembered fondly.

The VC and NVA, on the other hand, routinely committed atrocities, and their death squads murdered more than a 100,000 South Vietnamese civilians to intimidate the survivors into supporting—or at least not opposing—their takeover. In the the two decades after the war the Communists were responsible for over 5,000,000 civilian deaths throughout Southeast Asia to consolidate their victory.
